OSHA requires that scaffolds and scaffold components be inspected for visible defects by a competent person before each shift and after any occurrence which could affect the scaffold's structural integrity. OSHA also requires that scaffolds be erected, moved, altered, and dismantled only under the direction and supervision of a competent person.
A competent person by definition is one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees and who has authorization to take prompt corrective measures to eliminate them.
